The first line has to work on its own
Only about the first 120 characters of a description show before "more", in search results and under the video, and for most viewers that line is the whole description. Each of the three options opens with a line written to stand alone under 120 characters, and the length of that line is shown beside it, flagged if it runs over.
The body, and what you add yourself
Under the first line each option has two or three short paragraphs about the video. It is told never to invent a link, a timestamp or a sponsor, so those are yours to add: paste your links and any sponsor disclosure after it, and make chapters from an outline with the chapter generator. The copy button takes the first line and the body together.
Start from what you already wrote

How long can a YouTube description be?
5000 characters, and the first 120 or so are what most people read, because that is all that shows before "more". Write the first line for the viewer deciding whether to watch, and use the rest for the detail, the links and the chapters.
Does it need an account?

Will it make things up about my video?
